Deeds, mortgages, court files, business name filings, passport applications — in Jefferson County, nearly all of it runs through one office: the Jefferson County Clerk at 175 Arsenal Street in Watertown. This guide explains how Jefferson County NY Clerk public records actually work: what you can search online from home, what still takes a trip or a mailed form, what it costs, and which errands belong at a different office entirely.
The County Clerk (currently Gizelle J. Meeks) is the county’s record keeper and also serves as Clerk of the Supreme and County Courts. The office has three working parts you’ll deal with: Recording (land and court records), Records Management (searches, copies, and older records), and the DMV — yes, the county DMV is part of the Clerk’s office too, and it has its own guide on this site.

Land records & deeds
The Clerk’s Recording office is where Jefferson County’s real estate paper trail lives: deeds, mortgages, satisfactions, assignments, liens, subdivision and survey maps, and powers of attorney. There are three ways to work with them.
Search online: SearchIQS
The county’s recorded documents are online through SearchIQS, the Clerk’s official records portal, at searchiqs.com/nyjef.
- Open the portal and search the index — by the owner’s name (grantor/grantee) if you’re tracing a property’s paper trail, or by book/page or instrument number if a document you already have cites them.
- Open the documents your search returns to read the actual recorded pages — deed history, mortgage satisfactions, and liens filed against a property all sit here.
- Need a certified copy, or a document the portal doesn’t surface? That’s a counter or mail request — see “Have the staff search for you,” below.
- Portal trouble: IQS support is 1-800-320-2617 or websupport@iqsworks.com (listed on the Clerk’s page).
Free and worth doing: SearchIQS offers Fraud Alerts — sign up and you’re notified when a record is filed in the Clerk’s office under your name. For property owners, it’s an early-warning system against deed fraud.
Record a deed or other document
- Deeds must arrive with two New York State forms: the RP-5217 Real Property Transfer Report (Jefferson County requires the downloadable one-page RP-5217-PDF version) and the TP-584 Transfer Tax Affidavit. If the seller is not a New York State resident, an IT-2663 is also required.
- Recording fees are built on a $45 base fee plus $5 per page (per the Clerk’s published fee information), and a $10 fee is added to residential deed recordings. Other charges can apply depending on the document — confirm your total against the Clerk’s Fee Schedule before you write the check.
- E-recording is accepted through the major vendors (Simplifile, CSC, eRecording Partners Network, and Indecomm) — that’s how most attorneys and title companies file.
- Subdivision maps must be filed with the Clerk before lots can be sold, and a Survey Map Affidavit is required to file any map.
Looking up what a property is worth or what it owes is a different office — assessments and tax bills belong to Real Property Tax Services. Our Jefferson County property taxes & public records guide walks through the tax portal and the parcel map.
Court records
Because the County Clerk is also the Clerk of the Supreme and County Courts, court paperwork for Jefferson County’s two trial courts is filed — and kept — in this office.
- Filing a case: New civil cases in Supreme and County Court are filed at the Clerk’s office, in person or by mail, and e-filing through NYSCEF has been mandatory for most case types since January 24, 2018. Filed documents must be originals with the assigned Index Number on the first page of every document (commencement documents excepted).
- Searching a case or record: Staff can search court records for you (fees below) — the request form covers case papers (“law papers”), judgments, and convictions. Attorneys and litigants in an active case work through NYSCEF.
- Judgments: A transcript of judgment from a city, town, or village court is filed at the Clerk’s office for $10.00; having the office issue an income or property execution costs an additional $5.00.
- Small Claim Assessment Review (SCAR): Petitions challenging a property assessment are filed here for $30.00.
- Court fines: A fine issued by County Court is filed in this office and can be paid here during business hours — call first so staff can confirm the fine is on file.
- Certificates of disposition: The Clerk’s Forms page has a dedicated Criminal Certificate of Disposition Request Form — that’s the document employers and licensing agencies usually want.
- One limit to know: matrimonial (divorce) files are sealed under New York law — they aren’t public records, and access is restricted to the parties and their attorneys.
One caution straight from the Clerk’s office: its employees are not attorneys and cannot give legal advice. For anything contested, that’s a lawyer’s job.
Have the staff search for you (mail requests)
Can’t get to Watertown, or the record is old? The Records Management section will search for you by mail:
- Download the Records Search Request form from the Clerk’s Forms & Fees page. It covers deeds, mortgages, maps, assumed name certificates (DBAs), convictions, judgments, naturalizations, and law papers.
- Fill in the name(s) and year(s) to search and check the document types you want.
- Enclose a money order payable to “Jefferson County Clerk” for the search fee:
- Court records: $5.00 per name, per 2-year period searched
- Land records, post-1967: $5.00 per name
- Land records, pre-1967: $5.00 per name, per 10-year period searched
- Mail it to: Jefferson County Clerk’s Office, ATTN: Records Management, 175 Arsenal Street, Watertown, NY 13601.
- The search fee covers the search only — copies cost extra. When the search is finished, the office contacts you with the cost of copies of whatever it found.
Long time ranges and multiple names multiply the per-name, per-period fees — for a big search, call Option 3 (Records Management) first to scope the cost.
DBA (assumed name) filings
Starting a business under a name other than your own legal name? In Jefferson County, that “doing business as” filing happens at the County Clerk — an Assumed Name Certificate, once filed, reserves the business name in Jefferson County.
- Get the form: pick up a DBA Certificate at the office or download it from the county’s Forms & Fees page. Related forms (amendments, discontinuances, partnership versions) are on the same page.
- Complete the certificate.
- File it in person, or by mail with payment and a self-addressed stamped envelope (add $1.00 for postage if you don’t include the envelope).
- Fees: $25.00 to file an Assumed Name Certificate or an Amended Certificate, plus $1.00 for two time-stamped copies. Discontinuances (individual or partnership) are no charge.
- Payment gotcha: the Clerk does not accept checks for DBA filings — plan on another payment method.
Two boundaries worth knowing: filing a DBA reserves the name in Jefferson County — it isn’t a statewide registration, a tax ID, or a business license. And corporations and LLCs are not filed here at all — they go through New York State’s Department of State (518-473-2492).
Notary services
The County Clerk’s office is one of the few places in the county where notarization is free — by law, the office must offer notary public services, and it charges nothing for them.
- Bring your documents completely filled out but NOT signed — you sign in front of the notary.
- Bring a valid photo ID with a signature.
- Need a document authenticated for an apostille? The office issues a Notarial Certificate — an authentication of the notary’s signature and authority — for $3.00.
The Clerk also keeps the official record of every notary commissioned in Jefferson County, signatures included — public records you can request to verify a notary’s “official” signature. A Certificate of Official Character costs $10.00 to file here, or $5.00 to have this office issue one for filing in another county.
Becoming or renewing a notary: Notaries are commissioned by the New York Secretary of State for a four-year term. Renewals are no longer processed at the County Clerk’s office — since September 1, 2023, they must be done online through NY Business Express (renewal fee $60.00). The Clerk’s office can confirm an expiration date by phone at Option 2.
Passports
Yes — the Jefferson County Clerk is a passport acceptance facility. If you’re applying for a first passport, or for a child’s passport, this is the local counter that checks your paperwork, takes your oath, and sends the application in.
- Appointment only. Book through the office’s Setmore page (the same booking page as other County Clerk appointments) or call 315-785-3312, Option 2.
- Forms are free at the office, or download them from travel.state.gov. The Clerk’s office specifically warns: don’t pay a third-party website to process forms — the official forms cost nothing.
- Bring two separate payments (federal fees, per the U.S. Department of State’s current fee chart): the application fee, payable to the U.S. Department of State — $130 for a first-time adult passport book, $30 for a passport card, $100 for a child’s book — plus a $35 execution (acceptance) fee paid to the facility. Federal fees change from time to time; confirm yours with the State Department’s fee calculator before your appointment.
- Renewals usually skip this office: most adults renewing an unexpired passport do it by mail (or online) with Form DS-82 — no appointment, no execution fee. First-time applicants and all children under 16 must apply in person.
Living this close to Canada, note the passport card: cheaper, and valid for land and sea crossings to Canada, Mexico, Bermuda, and the Caribbean — just not for flying.
Pistol permits: start at the Sheriff’s Office
This is the errand people most often bring to the wrong counter. Pistol permit applications are handled by the Jefferson County Sheriff’s Office — Records Division, at the Public Safety Building, 753 Waterman Drive, Watertown — not by the County Clerk.
- Turning in a completed packet: Completed permit packets are dropped off at the Sheriff’s Records Department between 8:00 a.m. and 2:00 p.m. You don’t pay or get fingerprinted at drop-off — staff contact you afterward to schedule a processing appointment.
- The fee is $136.75, collected at your processing appointment once your packet is complete: $10 county application fee + $21 fingerprinting + $16 photos + $89.75 Livescan fee (state & FBI). Pay by cash, check, or postal money order made out to the Sheriff of Jefferson County. Fees are non-refundable.
- Packets: If you need the Sheriff’s Office to supply a pre-printed packet, it’s $5.00. Since October 1, 2022, only the current application form is accepted.
- Fingerprinting is also available at the Sheriff’s Office on a walk-in basis during regular business hours — no appointment, bring a valid photo ID, $5.00 per printed card, cash only.
- After you have a permit: transfers in or out of the county are $5.00; amendments are $3.00 (amendment fees are cash only). Permit holders can also file the state FOIL opt-out form through the Sheriff’s page to keep their permit information from public disclosure, and recertification runs through the New York State Police — not the county.
Full details are on the Sheriff’s Records Division page.
Military discharge papers (DD214)
Veterans can file their DD214 with the County Clerk for safekeeping — the office keeps a permanent image, so the veteran (or a designated agent) can get a copy or certified copy later. There is no charge to file a DD214, and no charge for copies of it. There’s also a Military Discharge Request form on the county’s Forms & Fees page for copies by request. For the Fort Drum community especially, filing a copy locally is cheap insurance against a lost original.
Genealogy & naturalization records
The Clerk is the county’s archive for naturalization records — one of the most-requested genealogy sources, and searchable through the same Records Search Request form described above (the county’s Forms page also posts a sorted naturalization list). Older deed and mortgage books are the other genealogy workhorse here: land records searches run $5.00 per name (with pre-1967 searches priced per 10-year period).
What the Clerk does not hold is vital records — see the next section before you drive to Watertown looking for a birth certificate.
What’s NOT at the County Clerk
Save yourself a trip — these common errands belong elsewhere:
- Birth, death, and marriage records: the city, town, or village clerk where the event was recorded (for Watertown, the City Clerk’s office handles certificates). They can also be ordered from the New York State Department of Health, (877) 854-4481 — but the original filing office is usually faster.
- Dog licenses and handicap parking placards: your city, town, or village clerk.
- Property taxes, assessments, and tax maps: Jefferson County Real Property Tax Services (same building, 175 Arsenal Street) — see our property taxes & public records guide.
- Corporations & LLCs: New York State Department of State.
- Pistol permit applications: the Sheriff’s Office Records Division (section above).
- Driver’s licenses & vehicle registrations: the DMV — which is in this building and is run by the Clerk’s office, but on its own counter, its own appointments, and Option 1 on the phone menu. See the DMV appointment guide.

FAQ
How do I search Jefferson County deeds online?
Use the County Clerk’s official online records portal, SearchIQS, at searchiqs.com/nyjef. You can search the recorded-document index by name or by book/page and instrument number and read the documents from home. For certified copies, or records the portal doesn’t surface, contact the Clerk’s Recording office (315-785-3312, Option 2) or request a staff search by mail.
How much does it cost to have the Clerk’s office search a record for me?
Court records are $5.00 per name for each 2-year period. Land records are $5.00 per name for records after 1967, and $5.00 per name for each 10-year period before 1967. Use the Records Search Request form on the county’s Forms & Fees page, with a money order payable to “Jefferson County Clerk.” Copy fees are extra and are quoted after the search.
Can I get a copy of my birth certificate at the Jefferson County Clerk?
No. In New York, birth, death, and marriage records are held by the city, town, or village clerk where the event was recorded — or by the New York State Department of Health. The County Clerk’s FAQ points Watertown residents to the City Clerk’s office for certificates.
Where do I apply for a pistol permit in Jefferson County?
At the Jefferson County Sheriff’s Office, Records Division (753 Waterman Drive, Watertown) — not the County Clerk. Completed application packets are turned in between 8:00 a.m. and 2:00 p.m.; the $136.75 fee is collected later, at your processing and fingerprinting appointment.
Does the County Clerk notarize documents for free?
Yes. The Clerk’s office is required by law to offer notary services and provides them free of charge. Bring your documents completely filled out but unsigned, plus a valid photo ID with a signature. The office also authenticates notary signatures (a Notarial Certificate, used for apostilles) for $3.00.
Can I apply for a passport at the County Clerk’s office?
Yes — the Jefferson County Clerk is a passport acceptance facility, by appointment only. Book on the office’s Setmore page or by phone (Option 2), and get the forms free at the office or from travel.state.gov. Expect two payments: the federal application fee to the U.S. Department of State, and a $35 execution fee to the facility.
